The Historical Timeline Of Hallmark Youthcare

Hallmark Youthcare, formerly Value Mark West End Behavioral Healthcare Systems and the Psychiatric Institute of Richmond, was established in 1978 to address the residential needs of male and female adolescents between the ages of 11 to 17. The program was developed based on identified community needs for youth and families in the Virginia area.

The Residential Treatment Program was originally housed in a residential structure on the campus of the Psychiatric Institute of Richmond, 3001 Fifth Avenue, Richmond, Virginia, with the capacity of 18 beds. The program sought and received funding through Champus, Title XX, social service agencies, and other third-party reimbursement sources. The program expanded to 20 beds in 1991.

In April of 1992, Psychiatric Institute of Richmond relocated the acute care services to a new 84-bed facility in Goochland County. At that time, the Residential Treatment Program of the Psychiatric Institute of Richmond relocated to the acute care building on the campus of the 3001 Fifth Avenue site. The Residential Program received licensure as a 50 bed, free-standing residential treatment facility. In October 1992, Champus approved the increase in Champus beds from 18 to 50. This expansion was initiated based on increased requests for services by mental health professionals, community mental health organizations, a three-week waiting list, and family needs.

After operating as a free-standing Residential Treatment Program for 15 months, the parent company National Medical Enterprises (NME), along with the Governing Body, made the decision to relocate the Residential Treatment Program to the acute care hospital of Psychiatric Institute of Richmond, 12800 West Creek Parkway, Richmond, Virginia. The decision was based on safety concerns of the Fifth Avenue campus voiced by parents and staff, as well as a planned sale of this site.
In August 1993, the Residential Treatment Program was relocated to the West Creek site, with 54 approved residential beds within this 84-bed acute care facility. The remaining acute care beds included child, adolescent, and adult services. The facility was remodeled to accommodate the residential population, and to create a more therapeutic residential milieu.

On April 1, 1995, NMEsold Psychiatric Institute of Richmond, Inc., to Value Mark Behavioral Healthcare Centers, Inc. The facility's clinical philosophy and structure for acute and residential services remained as approved prior to April 1, 1995. In October 1995, a children's residential program (ages 5 - 12) was approved to operate as a separate 12 bed RTC service. This program was phased out as the adolescent population expanded.
In 1997 the residential services, responding to the needs of the community, began to focus programming on the at-risk youth with serious emotional disturbance who were hard to place. Residential services expanded to include transitional services as a step-down program. This service was phased out in March 2000 due to changes in reimbursement (Medicaid).

In December 1998 adult services including outpatient services was eliminated. The name of the facility was changed in April 2000 to Hallmark Youthcare - Richmond.
In April of 2000, Hallmark Youthcare - Richmond closed the eight bed acute unit for adolescents and expanded the Residential Program to 76 beds.

2009
In 2009, Hallmark Youthcare opened an 8-bed residential program for sexually aggressive males, youth ages 12-17. This program was named the "TSAY Program" which stood for Treatment for Sexually Aggressive Youth. This specialized program allowed for residential treatment for males who had been sexually aggressive in their communities and sought treatment for reactive and aggressive behaviors. This program was met with great feedback and maintained a full census with a waiting list during its tenure. In 2013 Hallmark Youthcare expanded this residential program in response to community need, a six- month waiting list, and awareness of the spectrum of sexually-based behaviors. The residential program expanded from 8 beds to 16 beds, and focused on serving males ages 12-17 with sexually reactive behaviors. In 2013 the TSAY Program was renamed Treatment for Sexually Acting-Out Youth which emphasized treatment for males who were either sexually reactive or sexually aggressive.
Between 2010 and 2013, Hallmark Youthcare began the organizational role out of the Sanctuary Model, an international Trauma Theory and certification program. Hallmark Youthcare worked to implement vast changes in treatment, training, staff support, and family engagement as part of the trauma-informed program. In 2013 Hallmark Youthcare received a three- year certification as a Sanctuary Certified Program through the Sanctuary Institute after three years of implementation and a multi-day audit of services, client and family reports, observation of treatment, and completion of multi-year development requirements. To this day, Hallmark Youthcare is the only Sanctuary Certified Program in the state of Virginia.

In 2014 Hallmark Youthcare opened a specialized residential program called Treatment for Exploited Children (TEC) to address the increasing need of services to children that have been exploited through human trafficking (sex trafficking, gang abuse, labor trafficking, etc). This program is operated as a track within the residential program and focuses on supporting female residents who have been victims of exploitation.
In March of 2017, Hallmark Youthcare underwent it's Recertifi- cation with the Sanctuary Institute and received it's 3 year recertification as a Sanctuary Certified Facility. During this recertification process, Hallmark Youthcare was given an additional accolade as an "Elite Trauma Center" for the treatment and services provided with at-risk youth and their families.

In May of 2017 Hallmark Youthcare received it's ASAM Certification and DBHDS License for the application of treatment for substance use disorders. Hallmark Youthcare implemented a specialized treatment tack for residents with substance use disorders called the SA Track (Substance Abuse) in August 2018. The Substance Abuse Track is operated within the residential treatment program and is available for males and females with documented substance abuse and substance use disorders.
In June 2021, Hallmark Youthcare changed ownership to Acute Behavioral Health.
